Flood has emerged as one of the most dangerous seasonal disasters today. More than half of the globe is suffering from the threats of natural resources, resulting in serious damage to suburban residential areas. Bus shelters are the most commonly shared amenities in urban space. Especially in a residential town with a tropical climate, people gather under the shelter to avoid severe sunlight. However, when flooding occurs, common spaces in the town (i.e. shade shelter, bus stop) including the ground, turn into a disabled state. Without proper commons in place, natural disasters will inevitably cause significant damages and casualties. In normal conditions, the ground works as a fundamental layer of commons for people. The shelter provides cool shade to people against the hot weather. Ground, a basic shared commons layer, is out of action under the flood conditions. A new layer of commons will be formed by the elevating shelter among the flood, saving people's lives.
